The primary mission of the Local Emergency Planning Committee is to develop and implement community emergency response plans for potential releases of EPA designated hazardous chemicals. The LEPC functions under direction of the Emergency Planning And Right-To-Know Act. (EPCRA)

The LEPC consists of members of the community representing law enforcement, fire and rescue services, industry, county and municipal government, emergency management, environmental affairs, hospitals, transportation, Salvation Army, the American Red Cross, and education.

Public meetings are conducted the second Tuesday of April and September, at 10:00 A.M. . Meetings are held at the Craighead County Office of Emergency Management, located in the basement of the Court House Annex, 511 Union, Jonesboro, Arkansas.

The Craighead County LEPC serves over 90,000 residents in ten cities and the rural area of the county.

Representive facilities include heavy and light manufacturing, chemical distribution, refrigeration, commercial,
communications, petroleum distributors, and gas stations. In 2003, 70 facilities submitted a Tier II Chemical
Inventory Form, reporting a county wide inventory of 282 extremely hazardous and hazardous chemicals.
The LEPC through the cooperation of industry, local emergency response personnel, and ADEM, has tested
response capabilities and furthered the cause of informing industry and the public about the importance of
SARA Title III's planning requirements. Exercises are evaluated and critiqued by facilitators who identify
opportunities for improvement as well as noteworthy positive attributes. Lessons learned from these exercises
help all agencies involved become better prepared for an actual event should one occur.
